Is the marketplace open to anybody?

Anybody can sign up to be part of the marketplace but depending on the type of user, activation requires certain steps.  Attorneys are activated only after submitting minimum requirements and passing an interview.  

Clients are activated when they verify their contact info.  Further, a client can not hire an attorney without providing a valid credit card number.
